Blue Bucks Promotion Update
Enterprise Bank & Trust will again be sponsoring the award-winning Blue Bucks Promotion, which will run from Saturday, November 20 through Saturday, December 11.

An update to the program this year: each minimum purchase of $10 will receiveone ticket, instead of one ticket for every $25 spent. We hope this will level the playing field and allow smaller businesses to be competitive for a chance to win the big cash prize. So now when a customer makes a purchase of at least $10 at your business, you will give themone Enterprise Bank & Trust 'Blue Bucks' ticket to fill out with their name, phone number & your business name, which you will collect. Businesses can fill out the tickets for online shoppers or to-go diners. As in the past, purchases made in person or online on the actual Small Business Saturday, November 27, will be worth double tickets.

Small Business Saturday Tax Holiday
Don't forget that Saturday, November 27, 2021 is also once again a New Mexico Gross Receipts Tax Holiday! For this one day, the state suspends collection of gross receipts tax on sales of qualifying items at certain small businesses. Find more information HERE.

State extends booster eligibility to all New Mexico adults
Public Health Order, Indoor Mask Mandate Extended
Gov. Michelle Lujan Grisham on Friday signed an executive order expanding eligibility for COVID-19 booster shots to all New Mexico adults as part of the state's strategy to address rising case numbers and hospitalizations, a trend being seen nationwide.

"As we have throughout this unpredictable and unprecedented global pandemic, we always stand ready to quickly implement new tools and policies in our fight against this terrible disease," saidGov. Lujan Grisham. "I strongly encourage every New Mexican to register for a booster today – we have appointments available and are ready to get shots in arms."

The Centers for Disease Control's eligibility criteria for boosters include adults 18+ who live or work in a high-risk setting.

New Mexico joins other states – including California and Colorado – that have made boosters available to all adults 18+.

"Case counts are significant, spread rates are far too high, and the Delta variant is far more transmissible than previous variants. In addition, our hospitals are well beyond capacity, and several have declared Crisis Standards of Care," said Department of Health Acting SecretaryDavid R. Scrase, M.D. "Those factors absolutely make New Mexico a high-risk setting."

New Mexicans aged 18 and over may now schedule a booster shot if:

  • They received the Johnson & Johnson vaccine more than two months ago OR
  • They completed the Pfizer or Moderna vaccine series more than six months ago

"Providing boosters for adults will significantly increase levels of immunity protection across our state – and that's essential for all of us. COVID-19 is incredibly opportunistic – and it's our job to ensure that the virus has fewer and fewer opportunities to spread," saidSecretary Scrase. "If it's time for you to get a booster, please do so right away."

While the vaccines remain highly effective at preventing hospitalizations and deaths, new data suggests that immunity protection can wane over time – leading to more vaccine breakthrough cases. As immunity protection wanes, the immunized become more susceptible to infection – though their infections are typically much milder than those among unvaccinated individuals.

Health officials also strongly recommend that children 5-17 receive vaccinations.

New Mexicans can sign up for initial vaccinations and booster shots atVaccineNM.org. Instructions for scheduling children's vaccinations are also available here.

Mask Requirement Extended
The statewide requirement that face masks be worn in all indoor public spaces, with only limited exceptions and regardless of vaccination status, will also be extended, effective through at least December 10.

Staffed hospital beds remain in dangerously short supply, as primarily unvaccinated individuals continue to spread a more infectious variant of the virus, and several New Mexico hospitals have implemented crisis standards of care.

Health officials, including at the Centers for Disease Control and Prevention, continue to recommend tight-fitting face masks be worn in indoor spaces as they are effective in limiting the spread of the more transmissible Delta variant.

The state reported 21 new COVID-19 fatalities over the two-day period of Thursday, November 11 and Friday, November 12. During the same two-day period, the state reported 3,524 new cases, a daily average of 1,762 cases. To date, more than 5,100 New Mexicans have been killed by the virus.

The governor, acting upon the counsel and analysis of the state Medical Advisory Team and state health officials, may decide to extend or lift the mask requirement as necessary.

A separate public health order – requiring health care workers to be vaccinated and implementing vaccinate-or-test protocols for school workers – remains in place.

The executive order expanding booster eligibility is attached to this release, as is the operative emergency public health order, issued by Acting Health Secretary David R. Scrase, M.D.

The Department of Health also advises all New Mexicans aged 6 months and older toget a flu shot; many providers of the COVID-19 vaccine also provide a flu shot.

Route Modifications Beginning November 15
Due to a shortage of transit operators, the North Central Regional Transit District will modify five RTD Blue Bus routes beginning Monday, November 15.
The 180 El Rito route and the 400 Los Alamos route will be suspended until further notice. Service on the 320 Questa and 310 Red River routes will be converted to a Demand request service between 6 AM to noon and 2 PM to 6 PM Monday through Friday. Reservations are on a first come, first served basis and must be made at least 24 hours in advance by calling toll-free 866-206-0754 ext. 2. All pickups and drop-offs will be made at designated RTD bus stops only.
The 290 Edgewood route will be cancelled from Monday, November 15 to Friday, November 19. Service will resume Monday, November 22.

$1,500 Incentive Payments for Childcare Workers
New Mexico Early Childhood Education and Care Department will issue one-time incentive payments of $1,500 to childcare professionals – including teachers, administrative staff, cooks, and bus drivers. This grant recognizes the unique challenges that these essential workers face during the pandemic, while caring for and nurturing children. Deadline: December 1.

Business Recovery Grant
The LEDA Recovery Grant is now called the Business Recovery Grant. These grants are tied to job creation, must be used as reimbursements of rent, lease, or mortgage payments, and are prioritized based on revenue decline. All industry sectors are eligible. Deadline: December 7.

PPP Forgiveness Portal Open for Most Loans Under $150,000
The purpose of the portal is to make it easier for small business owners who took out PPP loans to apply for forgiveness. Over 90% of PPP loans are eligible for forgiveness through the portal.

New Retail Pop-up Stores Coming to Downtown Los Alamos This Holiday Season
Los Alamos MainStreet and the Los Alamos Chamber of Commerce have announced the first cohort of the Los Alamos Retail Accelerator Program will be moving into a pop-up retail storefront location this Fall and Winter.

The new storefront, located at 174 Central Park Square across from Boese Brothers Brewpub, will temporarily house three entrepreneurs who completed the first portion of the 7-week Los Alamos Retail Accelerator Program.

The entrepreneurs who successfully transitioned to the pop-up portion of the program:

Joanne Kozuchowski – Little Studio on the Mesa

The Large Mammal Monitoring Project is an ongoing collaborative effort between Bandelier National Monument and Valles Caldera National Preserve to simultaneously monitor the responses of mule deer, elk, black bear, and mountain lion to forest restoration treatments. This talk will focus specifically on what researchers have learned so far regarding mountain lion ecology in the Jemez Mountains, and the presenters will share some of our unique observations while working with this cryptic species.
